    Mobility on Demand in the United States

    The growth of shared mobility services and enabling technologies, such as smartphone apps, is contributing to the commodification and aggregation of transportation services. This chapter reviews terms and definitions related to Mobility on Demand (MOD) and Mobility as a Service (MaaS), the mobility marketplace, stakeholders, and enablers. This chapter also reviews the U.S. Department of Transportation’s MOD Sandbox Program, including common opportunities and challenges, partnerships, and case studies for employing on-demand mobility pilots and programs. The chapter concludes with a discussion of vehicle automation and on-demand mobility including pilot projects and the potential transformative impacts of shared automated vehicles on parking, land use, and the built environment

    Toward a Sustainable Transport Development in Asia and the Pacific

    Despite remarkable growth during the last decade, Asia and the Pacific still faces extensive basic infrastructure needs. Furthermore, to cope up with the reduced export demand from advanced economies arising out of the ongoing financial crisis, the region needs to enhance its connectivity through developing transport infrastructure at the national and regional level to rebalance its growth towards regional demand through enhancing intraregional trade. However, building massive transport infrastructure will have profound implications on environment and climate change at the national, regional and global levels as well as on scarce energy resources. This paper presents the needs and benefits of transport connectivity and financing requirement of Asian economies during 2010-2020; and analyzes the major challenges and prospects in developing sustainable transport connectivity.     "The Challenge The unimpeded growth of greenhouse gas emissions is raising the earth’s temperature. The consequences include melting glaciers, more precipitation, more and more extreme weather events, and shifting seasons. The accelerating pace of climate change, combined with global population and income growth, threatens food security everywhere. Agriculture is extremely vulnerable to climate change. Higher temperatures eventually reduce yields of desirable crops while encouraging weed and pest proliferation. Changes in precipitation patterns increase the likelihood of short-run crop failures and long-run production declines. Although there will be gains in some crops in some regions of the world, the overall impacts of climate change on agriculture are expected to be negative, threatening global food security. Populations in the developing world, which are already vulnerable and food insecure, are likely to be the most seriously affected. In 2005, nearly half of the economically active population in developing countries—2.5 billion people—relied on agriculture for its livelihood. Today, 75 percent of the world’s poor live in rural areas. This Food Policy Report presents research results that quantify the climate-change impacts mentioned above, assesses the consequences for food security, and estimates the investments that would offset the negative consequences for human well-being. This analysis brings together, for the first time, detailed modeling of crop growth under climate change with insights from an extremely detailed global agriculture model, using two climate scenarios to simulate future climate. The results of the analysis suggest that agriculture and human well-being will be negatively affected by climate change: * In developing countries, climate change will cause yield declines for the most important crops. South Asia will be particularly hard hit. * Climate change will have varying effects on irrigated yields across regions, but irrigated yields for all crops in South Asia will experience large declines. * Climate change will result in additional price increases for the most important agricultural crops–rice, wheat, maize, and soybeans. Higher feed prices will result in higher meat prices. As a result, climate change will reduce the growth in meat consumption slightly and cause a more substantial fall in cereals consumption. * Calorie availability in 2050 will not only be lower than in the no–climate-change scenario—it will actually decline relative to 2000 levels throughout the developing world. * By 2050, the decline in calorie availability will increase child malnutrition by 20 percent relative to a world with no climate change. Climate change will eliminate much of the improvement in child malnourishment levels that would occur with no climate change. * Thus, aggressive agricultural productivity investments of US$7.1–7.3 billion are needed to raise calorie consumption enough to offset the negative impacts of climate change on the health and well-being of children." from TextAdaptation, Agriculture, Climate change, Developing countries, food security,

    The Australian Government and most Australian road authorities have set ambitious greenhouse gas emission (GHGe) reduction targets for the near future, many of which have translated into action plans. However, previous research has shown that the various Australian state road authorities are at different stages of implementing ‘green’ initiatives in construction planning and development, with considerable gaps in their monitoring, tendering, and contracting. This study illustrates the differences between procurement standards and project specific practices that aim to reduce GHGe from road construction projects in three of the largest Australian road construction clients, with a focus on the tools used, contract type and incentives for better performance

    Enhancing rural road policy: the case for the incorporation of the capabilities approach into rural road appraisal in Africa

    Infrastructure provisions, especially rural roads, have been highlighted in a number of recent studies and reports as an enabling factor for Africa to achieve 'development'. This paper reviews the current limits of rural road knowledge and appraisal procedures raising critical issues about what is actually known about the impact of rural roads and the extent to which current appraisal methods are able to fully contribute to this debate. An expanded methodology incorporating the capability approach is advocated to help overcome these issues. It is argued here that incorporation of the capability approach may help overcome certain frustrations in our ability to understand the manner in which rural roads impact upon the lives of people. The suggestion is made that the capability approach offers a different angle of analysis that could further contribute to critical questions surrounding the provision of roads, enhancing appraisal and helping to avoid the creation of further infrastructural 'white elephants' that have plagued Africa. Provision of rural roads is after all quite expensive and without a valid appraisal mechanism, money spent on some rural roads may more constructively be utilised elsewhere either on other roads, or on other sectors.

    Strategic analysis and knowledge support systems for rural development strategies in Sub-Saharan Africa

    "While greater growth in agriculture and the broader rural sector is crucial for ameliorating Africa's high levels of poverty and malnutrition, developing strategies to achieve these objectives is hindered by a number of factors, including the broad array of interventions needed, the lack of accurate data, and dearth of trained local policy analysts. As such, this paper proposes a Strategic Analysis Knowledge Support System (SAKSS) in which data, tools, and knowledge are compiled, analyzed, and disseminated for the purposes of identifying a set of priority investment and policy options to promote agricultural growth and rural development. These analyses can in turn help inform the broader process of designing, implementing, and monitoring and evaluating a country's rural development strategy. In order to be an influential and sustainable part of this process and become a genuine "knowledge system," SAKSS will need to be established with an awareness of each country s development priorities and unique political, social, and economic context. By institutionalizing SAKSS through a network structure that includes government ministries, research institutions, universities, regional organizations, non-governmental organizations, and donors, SAKSS can become not only more relevant and legitimate for its intended end-users but also help strengthen local analytical capacity to inform the policy debate on future development strategies and outcomes."     Transformation of the rural economy in the Philippines, 1988-2006

    This research explores the changing structure of the rural economy in the Philippines from 1988 to 2006. We found that the expansion and upgrade of infrastructure such as electricity and roads and investment in secondary and tertiary education are important factors that induced the economic transformation of the rural economy.
